Report scheduling

• Publication rules based on the CIFS protocol now function.

• A new parameter had been added to BV-BA-Availabilities-1 and BA-Availability-1 but no default value was set with the 2.2.0 update. As a result, jobs based on these reports could crash due to a missing parameter.
